Scientific peer advisory and review services: aibs started performing peer reviews and providing related scientific services in the 1950s in the belief that having access to sound scientific information and advice is essential to informed decision making. Aibs is a full-service contractor, providing peer review, administrative management and processing, meeting organization, and website services in support of all manner of scientific reviews. We also facilitate the exchange of scientific and programmatic information by organizing meetings ranging in size from a few to thousands of participants. Our management and implementation approach in coordinating scientific reviews has been enhanced and refined through work with many clients and on peer review projects of varied size, focus, and format. We are a full-service provider/one-stop-shop organization with the capability and flexibility to meet all peer-review needs (reviewer recruitment, meeting logistics, facilitation, it services [database and web], process development, document development and receipt, compliance review, consistent and equitable review processes, research programs monitoring scientific and copy editing services, hotel and travel arrangements, annual meeting coordination, honoraria and travel reimbursement, and financial tracking and disbursement). - spars is not an entity that offers scientific review services as an addendum to multiple business lines: scientific review is our main business and has been for over half a century. - because it operates as a non-profit entity, spars can offer clients competitive pricing, along with objective and balanced reviews, unfettered by corporate profit drivers or political considerations. During 2014:in 2014, aibs spars facilitated the review of hundreds of research applications, advising federal and state agencies and foundations on funding decisions representing millions of dollars in potential research. The application reviews included but were not limited to those related to consortium development, shared facilities, innovation awards, technology development awards, basic science awards, and clinical trial awards. Aibs spars has facilitated reviews of various sizes (from one to several hundred applications) and types and delivers accurate, insightful, edited reports documenting the scientific merit of applications and ongoing research programs to help clients make sound funding decisions. The scope of the programs that spars reviews spans from those addressing advances in basic biology to those addressing clinical medicine, technology, wildlife, and environmental concerns. Federal clients, primarily the us army medical research and materiel command (usamrmc), were the primary peer review clients for spars in 2014. For the telemedicine and technology research center (tatrc), spars convened onsite reviews of ongoing research programs at us military bases. Spars facilitated annual intramural reviews for the military infectious diseases research program (midrp), assessing program goals and research proposals. Spars also supported many other subcommands under the usamrmc contract, including the combat casualty care research program. Spars convened panels in 2014 to review applications submitted to the state of new york stem cell research program. In addition, panels were convened to provide oversight to existing consortia in the state of new york. Aibs provides peer review and support services for two flight attendant medical research institute clinical research award programs (young clinical scientist award and clinical innovator award) that are reviewed annually each fall. Spars staff members supported the doris duke charitable foundation (ddcf) medical research program and other ddcf programs. Spars was contracted by kansas university medical center to review preliminary innovation grants and bridging grants.
