To assist in the development of properties, operation of properties or to provide subsidies to provide access to housing to meet the permanent or temporary housing needs of elderly, low income, disabled or other at risk populations, or to improve or maintain institutional housing for the elderly population of youngstown as and when needed and/or to provide for the social and welfare needs of the elderly population to provide them a better quality of life.

To own or develop any such project for the benefit of low income persons or the elderly or other disadvantaged populations.
