The association is an international educational and scientific organization whose members are responsible for promoting seed quality and conducting seed certification activities.

The association serves as the governing body for members from forty five state agencies and seven global agencies. It coordinates audits of seed certification, scientific studies, and the promotion of the quality of numerous seed products.
