To design, acquire, contruct and install public facilities on behalf of and within or without the boundaries of the woodmen hills metropolitan district (the "district"); to lease, convey, sell, transfer or otherwise make public facilities available to the district; to operate, maintain, repair, improve, or cause to be operated, maintained, repaired or improved, such public facilities.
