Grants to bettendorf public school district for education services not provided by school district normal operating budget scholarships to individuals in order to continue to postsecondary education based on donors specifications scholarships paid directly to the provider for students age 10-14 to cover costs of athletic camps, athletic lessons, athletic equipment, music lessons, music camps, instrument purchase or rental art classes/lessons, art camps, etc. see part iii, line 1 and part ix
