The corporation is organized exclusively for charitable and educational purposes as defined in section 501 (c)(3) of the internal revenue code, to develop a habitat conservation plan for the whooping cranes as well as a water management plan for the guadalupe river basin that reallocates water usage priorities, sets environmental flow standards for the bays, and includes a full accounting of all water uses and needs throughout the basin.
